Value-Based Insurance Design: An Innovative Approach to Improve Medicare Advantage, Health Savings Accounts, and TRICARE Washington, DC: On Tuesday, February 7, Representatives Diane Black (R-TN) and Earl Blumenauer (D-OR) convened a bipartisan briefing on the role of Value-Based Insurance Design (V-BID) in Health Savings Accounts, Medicare Advantage, and Tricare. V-BID Center Co-founders A. Mark Fendrick, MD, and Michael Chernew, PhD, discussed the role of V-BID as a bipartisan, multi-stakeholder solution to improve quality, enhance consumer experience, and lower costs. In their introductory remarks, Congressmen Black and Blumenauer highlighted the rare bipartisan support for V-BID and praised its role in improving the health of Americans and lowering health care spending. Both were enthusiastic about partnering on bipartisan legislation to expand V-BID in private and public payers. On Tuesday, February 9th, Dr. A. Mark Fendrick, V-BID Center Director, testified before the Michigan Senate Appropriations Subcommittee on Health and Human Services in Lansing, Michigan. Dr. Fendrick discussed opportunities to improve the health of Michigan residents through the utilization of value-based services and performance metrics, as well as how clinically nuanced cost-sharing has been an effective way to improve value and creates an opportunity for broad innovation in the Medicaid space. Value-based insurance design (V-BID) principles are included in the Healthy Michigan Plan for Medicaid expansion, as outlined in the V-BID Center's Michigan Medicaid brief. On October 6/7, 2015, the University of Michigan Center for Value-Based Insurance Design held its 10th Anniversary V-BID Summit entitled: A Decade of Transforming the Health Care Cost Discussion from ‘How Much’ to ‘How Well.’
On Wednesday, December 9th, Dr. A. Mark Fendrick, V-BID Center Director, spoke at the Diabetes Prevention Program Payer-Provider Summit, hosted by the Center for Medicare and Medicaid Innovation. The summit brought together payers, providers, CMMI awardees, and state and federal leaders to collectively identify promising value-based payment models for the Diabetes Prevention Program. Dr. Fendrick opened the "Payer Perspective" panel with a brief presentation on the role of Value-Based Insurance Design in the DPP and will participate in other discussions. The 2013 summit invited policymakers, state health commissioners, plan directors, and health system leaders to engage in a highly interactive format to address supply- and demand-side innovations in numerous payer settings including state health insurance exchanges, Medicaid and Medicare plans, accountable care organizations and commercial insurance plans.
On October 30, 2012, participants from 27 states representing multiple stakeholder perspectives assembled in Ann Arbor to consider how the integration of innovative payment reform, delivery transformation, and consumer engagement initiatives encourage our dual objectives of improving quality and containing health care expenditures.
The 2011 V-BID Symposium, held on November 16, 2011, attracted over 350 attendees from across the US and beyond. The event fostered collaboration among a wide range of professionals whose work includes V-BID: employers, researchers, plan designers, healthcare executives, policy leaders, government officials, benefit consultants, and health IT leaders.
