Draft Executive Order Enables Innovation in HSA-HDHPs

In late June, a draft of an executive order, entitled "Reducing the Cost of Medical Products and Enhancing American Biomedical Innovation", emerged that would update IRS Section 223 (c)(2)(C).  Section 6 of the order states: "The Internal Revenue Service shall update the preventive care safe harbor under Section 223 of the Internal Revenue Code to include services or benefits, including medications, intended to prevent chronic disease progression or complications, for the purpose of helping patients adhere to clinical regimens and thereby reducing costs of healthcare." This amendment to the IRS code would provide health savings account eligible high-deductible health plans (HSA-HDHPs) the flexibility to cover services and drugs used to treat chronic diseases before meeting the plan deductible. Specialty Pharmaceuticals

  Applying V-BID to Specialty Medications Specialty pharmaceuticals are medications that consist of complex molecules, are often complicated to deliver, and/or carry high costs.  Today, approximately a third of total pharmaceutical spending in the commercial market is devoted to specialty medications. If current trends in utilization hold, it is estimated that spending on specialty medications will comprise half of all pharmaceutical expenditures by 2018. For many patients, specialty medications represent the most appropriate clinical recommendation.  However, the benefit delivered by any given medication may vary markedly depending on the particular circumstances around its use.  This variation is referred to as 'clinical nuance.' To constrain the rapid rate of increased spending, many payers have established high consumer cost-sharing requirements for these medications.  V-BID principles can be applied to align specialty medications and appropriate populations by basing consumer cost-sharing on a drug or treatment’s clinical value, not acquisition [...]

Monday, June 13, 2016: China-US Precision Medicine Industry and Policy Forum

On Monday, June 13th, Dr. A. Mark Fendrick, Director of the Center for Value-Based Insurance Design (V-BID), spoke at the China-US Precision Medicine Industry and Policy Forum.  The Forum is part of a larger event, titled "The Fourth Shenzhen International Low Carbon City Forum," and took place in Shenzhen, Guangdong Province, China.  Dr. Fendrick also participated in an additional roundtable event held on Sunday, June 12th. The event will bring together health economists and policy stakeholders to discuss the opportunities and challenges of using genomic science to improve the quality and efficiency of health care and public health services delivery in China and internationally.  Dr. Fendrick will discuss V-BID in the context of the Chinese health system and precision medicine.
