ALAN WEIL, JD, MPP Senior Vice President, Public Policy and Director, AARP Public Policy Institute Alan Weil is senior vice president, public policy and director of the AARP Public Policy Institute (PPI), overseeing research on financial security, health security, and family, home, and community. Previously, he was editor-in-chief of Health Affairs, executive director of the National Academy for State Health Policy, and directed the Urban Institute’s Assessing the New Federalism project. Weil also served as executive director of Colorado’s Medicaid agency and assistant general counsel in Massachusetts. An elected member of the National Academy of Medicine, he has testified before Congress, published extensively, and is a frequent speaker on health policy. He holds a JD and a master’s in public policy from Harvard and a BA from UC Berkeley.

Jason Spangler, MD, MPH, FACPM President & CEO, innovation & Value research For two decades, Dr. Spangler, the Center for Innovation & Value Research’s (Center) President and Chief Executive Officer, has worked in the professional health policy and public health sectors with pharmaceutical and non-profit organizations. A board certified preventive medicine physician, Dr. Spangler joined the Center from his most recent role as Executive Medical Director and Head of Global HTA Policy Strategy & Engagement for Amgen, Inc. With additional experience as Chief Medical Officer at Partnership for Prevention and as Public Health and Health Policy Consultant at Pfizer, Dr. Spangler has been committed to advancing public health, preventive medicine, healthcare quality, and health equity and has served on multiple councils/committees of both national quality organizations and organizations assessing healthcare value.

DAVID MIRKIN principal, healthcare management consultant and chief medical officer, milliman insight David is a principal, healthcare management consultant and Chief Medical Officer for the Milliman MedInsight data warehousing and decision support analytic tool system.  He joined the firm in 1995.David is a family practitioner with over 30 years of experience in medical management. His primary role is Chief Medical Officer for Milliman MedInsight.  In addition he serves as a senior consultant assisting clients in a variety of areas, including, utilization management, provider profiling, population health management, return-on-investments evaluations for care management and wellness programs, and advanced clinical data analysis. David has significant international experience consulting to clients in the U.K., Europe, South America, Middle East and Asia.  In additional to consulting he works with Milliman clinical and IT staff in India developing products and tools for international healthcare organizations. 

SILAS MARTIN HEAD OF ACCESS AND POLICY RESEARCH, JOHNSON & JOHNSON INNOVATIVE MEDICINE Silas Martin, MS is the Head of Access and Policy Research at Johnson & Johnson Innovative Medicine, where he leads a team of researchers focused on generating novel evidence and fostering partnerships in support of policies that enable patient access to transformational innovation.  In his tenure at J&J, Silas has led teams, and published research is the areas of health economics, outcomes research, market access and healthcare policy.  He is an active partner with the VBID Center and VBID Health on value-based insurance designs to advance clinically nuanced access to high-value care, and to identify and remove low-value care.

ANDREW CHASIN VICE PRESIDENT, GOVERNMENT AFFAIRS | BLUE SHIELD OF CALIFORNIA Andy partners with regulators, policy makers, and government officials to advocate Blue Shield’s priorities, including expanded access to quality and affordable health care. Andy opened the Washington DC office for Blue Shield and leads a team in Washington DC and California working across policy areas, including supporting innovation in the payor sector. He works to advance the company’s strategic business and reputational goals relating to federal health policy and to build key health sector and government relationships. ADAM BECK Senior Vice President, Commercial Product & Employer Policy, AHIP Adam Beck is Senior Vice President of Commercial Product & Employer Policy at AHIP. He is also an adjunct professor in the College of Health Professions at Thomas Jefferson University. Prior to joining AHIP, he was assistant professor of health insurance at The American College and director of the MassMutual Center for Special Needs. He earned his law degree from Temple University, a master’s degree from The American College, and is a graduate of The George Washington University.

NICK UEHLECKE TODD STRATEGIES Nicholas Uehlecke joined Todd Strategy Group in 2021 after serving as a Senior Advisor to the Secretary of the Department of Health and Human Services. In this role, he worked on Medicare, Medicaid, health care reform, and policies under the Centers for Medicare and Medicaid Services and the Health Resources and Services Administration. He also focused on regulatory burden relief, drug pricing, health IT, system integration, and advancing value-based care. Uehlecke played a key role in the Advancing American Kidney Health Initiative and managed aspects of the $178 billion Provider Relief Fund during the COVID-19 public health emergency.Before HHS, Uehlecke spent eight years as a Professional Staff Member for the House Ways and Means Committee, working on Medicare, Medicare Advantage, Part D, and ACA reforms. STEPHANIE CARLTON ACTING ADMINISTRATOR, CMS Stephanie Carlton, CMS Chief of Staff and Acting Administrator, is a healthcare leader with unique experience across the dimensions of the U.S. health care economy - business, policy, higher education, and clinical. When a Partner at McKinsey & Company, Stephanie was a leader in McKinsey's SHaPE Practice with a deep focus on innovation and strategy. She also co-founded a place-based transformation with 20 community leaders in Texas to improve holistic health outcomes. Prior to McKinsey, she led Medicare Advantage and Medicaid issues on the US Senate Finance Committee (Republican staff) and worked as a labor & delivery nurse at Georgetown University Hospital.  Stephanie has guest lectured at the University of Pennsylvania Wharton School, served as a fall 2022 resident fellow at the Harvard Kennedy School Institute of Politics, and was on the business school faculty at the University of Texas at Austin. MICHAEL CHERNEW DIRECTOR, HARVARD MEDICAL SCHOOL Michael Chernew, PhD, is the Leonard D. Schaeffer Professor of Health Care Policy and Director of the Healthcare Markets and Regulation Lab at Harvard Medical School. His research focuses on improving the healthcare system through improvements to benefit designs, payment models, and regulation of both private and public health care markets, including the Medicare Advantage program. Michael is Chair of the Medicare Payment Advisory Commission (MedPAC) and has served on several advisory panels for CMS. He is a member of the Congressional Budget Office’s Panel of Health Advisors and the Massachusetts Health Connector Board. Michael holds a PhD in economics from Stanford University and has received multiple awards for his work in healthcare policy.
