Alan Weil – 2025 Summit Bio

ALAN WEIL, JD, MPP Senior Vice President, Public Policy and Director, AARP Public Policy Institute Alan Weil is senior vice president, public policy and director of the AARP Public Policy Institute (PPI), overseeing research on financial security, health security, and family, home, and community. Previously, he was editor-in-chief of Health Affairs, executive director of the National Academy for State Health Policy, and directed the Urban Institute’s Assessing the New Federalism project. Weil also served as executive director of Colorado’s Medicaid agency and assistant general counsel in Massachusetts. An elected member of the National Academy of Medicine, he has testified before Congress, published extensively, and is a frequent speaker on health policy. He holds a JD and a master’s in public policy from Harvard and a BA from UC Berkeley.

Jason Spangler – 2025 Summit Bio

Jason Spangler, MD, MPH, FACPM President & CEO, innovation & Value research For two decades, Dr. Spangler, the Center for Innovation & Value Research’s (Center) President and Chief Executive Officer, has worked in the professional health policy and public health sectors with pharmaceutical and non-profit organizations. A board certified preventive medicine physician, Dr. Spangler joined the Center from his most recent role as Executive Medical Director and Head of Global HTA Policy Strategy & Engagement for Amgen, Inc. David Mirkin – 2025 Summit Bio

DAVID MIRKIN principal, healthcare management consultant and chief medical officer, milliman insight David is a principal, healthcare management consultant and Chief Medical Officer for the Milliman MedInsight data warehousing and decision support analytic tool system.  He joined the firm in 1995.David is a family practitioner with over 30 years of experience in medical management. Nick Uehlecke – 2025 Summit Bio

NICK UEHLECKE TODD STRATEGIES Nicholas Uehlecke joined Todd Strategy Group in 2021 after serving as a Senior Advisor to the Secretary of the Department of Health and Human Services. In this role, he worked on Medicare, Medicaid, health care reform, and policies under the Centers for Medicare and Medicaid Services and the Health Resources and Services Administration. Michael Chernew – 2025 Summit Bio

MICHAEL CHERNEW DIRECTOR, HARVARD MEDICAL SCHOOL Michael Chernew, PhD, is the Leonard D. Schaeffer Professor of Health Care Policy and Director of the Healthcare Markets and Regulation Lab at Harvard Medical School. His research focuses on improving the healthcare system through improvements to benefit designs, payment models, and regulation of both private and public health care markets, including the Medicare Advantage program. Michael is Chair of the Medicare Payment Advisory Commission (MedPAC) and has served on several advisory panels for CMS. A. Mark Fendrick – 2025 Summit Bio

A. MARK FENDRICK V-BID CENTER DIRECTOR A. Mark Fendrick, M.D. is a Professor of Internal Medicine in the School of Medicine and a Professor of Health Management and Policy in the School of Public Health at the University of Michigan. Dr. Fendrick conceptualized and coined the term Value-Based Insurance Design (V-BID) and currently directs the V-BID Center at the University of Michigan, the leading advocate for development, implementation, and evaluation of innovative health benefit plans.  His research focuses on how clinician payment and consumer engagement initiatives impact access to care, quality of care, and health care costs.Dr. Fendrick has authored over 250 articles and book chapters and has received numerous awards for the creation and implementation of value-based insurance design.  His perspective and understanding of clinical and economic issues have fostered collaborations with numerous government agencies, health plans, professional societies, and health care companies.
